how to make a colored glass light on floor ?

Fast dirty way to do it, is to apply a colored map of the window to a light as a projection, and place it on the floor

Like this:

The you can always play around with making it a volume light if you want colored rays of light.

Then open up the material editor goto the material that u have assigned to the glass and add a filter color map,
