There are several ways, the easiest being to apply a 'wiggle' or other random motion to x,y and a little rotation of your comp through expressions (there might even be native plug-ins for that sort of effect)
Another solution is to create a camera and apply expressions to the camera (with a few more controls such as the point of interest)
Note however that a realistic shake isn't that easy to do, I'm sure you could go as far as tracking a shaky clip to retrieve the shaking of the camera.

does premiere pro have the function of expression. can it be also applied to premiee pro??? and how can i disable expression in after effects.
There is also a grwat tutorial about shaking the camera and adding other interesting effects at Andrew Kramer's website -> http://www.videocopilot.net
I recommend checking it out if you haven't before.
