When you use an HDRI to add reflection on an object, the object will reflect less the darker part of the image and more the lighter. that's the basic of the HDRI
But when you don't use HDRI, when you have a whole indoor scene for exemple, with GI and FG , and you turn on relfection on your ground, the ground will reflect all the object the same way. it didn't act like an hdri.But some object should be more reflected than other. for exemple if there is a windows with sun outside, the window should be more reflected on the ground than the bed in the dark corner...
ok to sum up is there an option in MR to perform "HDRI-like" reflection, with a whole 3D scene without HDRI
