How do you make a reflective glass material for a skyscraper? and I don't want it to be transparent as I won't be modelling up the insides of apartments.

they have some very cool renderings of what i mean

What 3d software and renderer are you using? If you want really reflective glass, why not just make a completely reflective material, and maybe tint it a bit if it's tinted glass. Then it's just a matter of providing a good environment or an environment map to reflect. And of course, place a very slight bump map to break up the reflections a bit, like it mentions in this tutorial...
