where do u live? or where are you going to broadcast it?
& what's your VIDEO OUTPUT HARDWARE?

if you want to hard print it in PAL version, so it would be 720x576 with 1.07 aspect ratio, some old playback hardwares work with 768x576 res.
(if you work with max or maya there is a PRESET for PAL or NTSC in render parameters menu)

I wonder when I am done with all and want to export to PAL, do I render to avi or mov with uncompressed?

I suggest NOT, because you have no use of uncompressed avi or mov, & it's very hdd space consuming. I prefer PNG or TGA instead of those. (& in many cases the highQ JPG is a good choice, too)

First I render to tga and then efter premier before exporting to PAL do I render from premier to a uncompressed avi?

for what purpose? recording in VHS or BetaCam?
if you use a realtime broadcast playback hardware like matrox or pinnacle so you HAVE TO render to their specific avi CODECs (for example. DV format avi), not the uncompressed that has no use exept archiving/backup.

i live in istanbul.

it's a bit complicated. they told me to render with 1,3333 pixel aspect but it looks wrong on my monitor.silly file format too. hundereds of megs for just 5-6 seconds. avi uncompressed.
i don't think they can handle sequential jpegs.
doesn't matter because i'll bring my computer there and work for a few weeks for that. so i can try and find the best solution.
