I finally got around to finishing some documentation for this and would like to give it as a gift to the XSI community. It's a bit dated, as I made him a couple of years ago, but it is a decent rig.
Please read the readme file that is in the root of the project directory before asking any questions.

How long did it take to make? And you said its customizable? Is it possible to use this to control character of odd proportions?
This looks awesome btw, I will play with the rig tonight.

The rig took me about a month of off and on work, in my spare time, but a lot of it was trying out and testing new techniques I hadn't tried before, so there was a lot of trial and error that added time.
The model is customizable, to an extent, but not the rig so much. This was made to provide a character model for animators who don't want to take the time to model their own character. It was not made to take the rig and apply it to your own character model. You may be able to do that , but it would require a lot of work and you would have to envelope and do all of the shape animation on the new mesh. You can also change the proportions on the rig, but it also is a bit of work. Most of the process is briefly covered in the readme file with the download, but when you change the lengths of bones, you have to update the expressions for the stretchy IK to still work, and there are other things that can get a bit messy as well. I wouldn't recommend messing around with the rig too much, unless you have some knowledge of working with rigging in XSI.
