hi guys thanks for the response and apologies for not being 100% clear. I am using 3ds max with vray. I would like to make the red traffic light glow just like a real traffic light. I am not sure if its my material but when i place a light source inside to act as a light bulb it does not glow. Thanks to hitbit911 for the photoshop help.

There is a material called vraylight mtl. You can mix these two(glass and vraylight mtl) with help of vrayblend mtl. Just create vrayblend mtl first, then assign a glass shader to base mtl and vraylight mtl to coat material 1. The grey square on the right from it controls mix amount, so you can animate it. Vraylight mtl casts shadows, creates Gi, so it's as valid as regular or vray lights(there are subtle differences in quality of shadows and GI, but this is not the case for choice. Vraylight has the best speed and Gi and shadows quality, so if you have windows you can set there vraylights with "skylight portal" setting to use the light from environment but via vraylight to have the benefit in quality and speed).
