How to make a perfect underwater effect?

A perfect underwater effect???

I don't know if someone just telling you how would make it perfect.
but...
Its really shouldn't be too hard if you can imagine what you are doing. But you will probably have to start with a volumetric lighting, but you could filter it with an animated texture, so when the light comes through the water's surface, it will break apart and flash around.
