To make a Spline glow is fairly simple....
1. Firstly Insure you have render spline turned on (Part of the standard spline controls)
2. Create a glow within the material viewer
3. Apply it.
Should be as easy as that.

I just answered a post like this on another forum...
If you are talking about VidePost glow, max (I don't know about 5.0) can not render a video post glow on a spline.
The workaround is to draw a circle, set its radius to 1, then loft the circle down the spline.
Next right-click on the newly created loft object and select properties. Then choose a channel other than 0.
Set up a video post session and add a glow filter. Make the filter channel match the channel you selected under properties for the lofted object.
This method allows you to have material and a glow around the object.
