This is great if you want to control the placement of your shadow!!
Can you do the same in Maya????

not directly i think..
but you could fake that behaviour with 2 lights i guess.
make your light. duplicate it and group the duplicate under it..
make the top node light to have a certain brightness and cast shadow.
the grouped light has to have the negated intensity of the top one (do that either by hand or with an expression).
that should only cast a shadow without "lighting" the scene

or give it a negative intensity ?

not really what i just said:
a black light wont cast a shadow and a negative light only will change the lighting in the scene..

This should do it:
Make your light color Black, your intensity to negative 1, and make your shadow color White.

alexx had it right you need to have two lights one 2 cast the shadow and another (the negative) to suck the light out
be careful if you have paintFx in your scene they don't like negative light values
