i have an animation i have to do, their is a fountain in the scene, i'm using fr2 to render. I don't have time for heavy particle water, or fluids. I wanted to know if their is a way of making animated over-flowing water look real with textures with a nurds plane? or ways of making realistic looking water or fountain sprays using just textures? please help? thanks.

Eh, I would say no for the second one. Even a low quality particle render is better than nothing, and doesn't take too long to render. You could have some water photos with an alpha and just have it cycle, but I would really not go that way. Could look pretty cheesy.

You can have an animated water or fractal (or combo) on a nurbs (;)) plane... some bump mapping, might work pretty well for far away shots.

assign a dielectric shader to your surface with an ior of 1.33.
assign a bump to that shader with a procedural map water texture.
be sure to have a nice contrsted HDRI map to be reflected by your surface

voila.
