Another approach is to use an emitter with red and green particles and use the green, or red, for the X displace and the other color for the Y displace. This will give different vertical and horizontal displacement/movement. Here is an old DV Garage tutorial (http://69.36.12.13/media/tut/tut_mov/tut_01_09_15.mov) explaining the approach, they removed the links from the site, but the direct link still works.
