Digital Fusion, Nuke and Toxic are all excellent replacements.
If your asking if the next version of the compositor from the Shake team will run on Windows. The answer is, I highly doubt it.

Considering the current price of an OS X Shake license ($499), you could get 4.1 and a 20" iMac to run it on for less than $1600.

I recommend looking into the new relese of fusion it looks really nice from the show floor at Siggraph. Toxik looks great if your a maya user and Nuke is tried and trusted prodution tool. But it would still be cheaper to buy a mac and use shake 4.1
