it depends on what you want to achieve...
for specific models a bumpmap in photoshop is usually better than the procedurals which can be created by most 3d software itsself...
What exactly is bump mapping:
bumpmapping tries to bring more detail to a model without changing its geometry... only light is affected by bumpmapping...

A bumpmap is a black and white image where the white areas will seem raised and the black will seem lower. 50% grey is the area in the middle where nothing happens.
To illustrate: An image like nr.1 will give a bump like nr. 2.

the simplest way to get a bumpmap, is to take your color map and desaturate it, turn it into a black and white image.
Lightwave for example, can copy a color layer, then slide the saturate to take out the color.
quick way.
