i want to make a basic skin
something like

im having really trouble doing it. what are the settings for making such a basic of basic skins?

From the image you posted, it doesn't look as if the person has any subsurface scattering (the translucency effect that a lot of more advanced skin shaders do) and it doesn't seem to have any texture maps (another thing that can be time-consuming to do well for human skin.) So, all you have is a basic surface that could be a Blinn shader, and a fairly even lighting set-up. If you post whatever you've got, I'm sure people could give you more feedback, but the target you're trying to match doesn't seem too hard to reach.
