Firstly, is there any comprehensive tonemapping plugin for after effects out there where it has different algorithms to choose from in it? Or just any tonemappers at all for it?
Second, has anyone run into any filter that can create glows in the fashion demonstated in this article? http://www.bmcaff.com/articles/lensflares.htm
Where it has the little scratches radiating out around it and the imperfections added by the lens itself.

Huh? You can map any channel/ input parameter using a plethora of combinations of tools such as Shift Channels, Channel Combiner and any other color correction tool of your choice. You simply need to think a bit around the corner as AE is rather atomized in that area. For direct control you can resort to Tint, Colorama, Tritone (CS3) and of course Color Finesse that is included with AE ever since v6.5.

Not that I know of, but anisotropic bloom is super-simple to do manually. Create a layer with Fractal Noise, apply the Polar Coordinates filter and use the result as an input for the Displacement effect, as an adjustment layer or with blendmodes such as Add. The trick here is mostly to adjust the horizontal and vertical scale parameters of the Fractal Noise independently to get thge streaky look.

I do use the color correction nodes for adjusting color. But I want the tonemapping as well to use the tonemappers like lock or schlick that are based on a radius value so that they make darker areas that take up more space brighter than the darker areas that don't. I know even that is possible with the existing filters, but the preprogrammed tonemappers do still offer benefits in certain ways, which is why I'm wondering if theres a plugin out there yet for AE cause they have a number of them for photoshop now.
Your polar coordinate method does seem like a good idea. But wouldn't that make the center of your frame the center point that all the squiggles surround? I was fiddling with using noise and radial blurs to achieve the affect but ran into the problem that the squiggles are supposed to swirl around the specular highlight, which is gonna be moving and there will be multiple ones. So I was hoping for a way that could generate the squiggles radiating out from the bright spots in an image. Is there some polar coordinate filter that takes the luminosity of the image into account for the point it swirls around? or some radial blur that might do something similiar?

Genarts' Sapphire package has a few variations on the Diffusion/ Glow/ Tonemapping theme, but considering the price point, it seems an awful stretch of faith to get something that simple.

Huh? That's what tracking is for. You wouldn't do it any other way in Fusion or whatever other program you use. Then simply trigger the Fractal Noise's Evolution parameter based on the position in the image.
