This is probably a lame question but I don't have the manual handy here.

Firstly, how do I load an image into the background of a viewport? For some reason, the image loading field for the viewport is locked.

And secondly, does C4D have an option like XSI where you can lock the zoom of the background image? It allows you to you load an image and then line up some geometry to it, and then lock it, so that when you zoom in and out, the image now remains locked on the position and zooms too.

Background images in the viewports only work for orthogonal viewports. For the perspective you will need either a background object with a material attached or a plane object with a material. The later one sounds like what you would need. To get a background texture with a fixed size i would use a plane with a camera as a child and use camera projection to fix the projection. Add a look at camera tag to the plane and it will always point to the camera you use.
