how to make bones that influence other bones partially

I want the neck on my guy to influence where the shoulders move to but only partially. I hope this makes sense, and if so doesnt anyone know how to do that in 3d max 8?

Wire or reaction manager the rotations of the clavicles to the neck. I"m not sure why you would want to do this in the frist place.
