I am relatively new to maya....
how do I select a face and instead of using the world coordinates for the move transform i want to use a local coordinates for the move transform...
this can be done in Max but not sure how to do it in maya..
I get a manipulator tool when extruding a face which I can switch from local to world coordinates...
How do i get the manipulator when not extruding but just manipulating faces...

It says that only works on polygonal vertices....
what about on faces??

try hitting the manipulator tool.... shortcut is "t" it is the tool in the tool box under the move rotate scale tools
That doesn't seem to work either....
if i have a poly object and select a face and try and get the manipulator tool it just doesn't show up...

yeah, its a little finicky about what seection mode you are in, i think it'll tell you the context you are if you open up the options for it. try setting face in component mode on status line, or just flip about abit from RMB hybrid mode.

It works on faces perfectly. Try this.
-Make a sphere
-Hit f12 to enter face mode
-Select a face
-Move Component
-Ding, ding!
