So i'm not able to help you without image. Could you try it again, if you still have the problem?
any faces between the two parts you want to weld?

As Neox says, you might have a face or other vertices in there. A poly object has some integrity rules that need to be satisfied always.
If your welding operation would end up creating an illegal poly, max does not allow the welding.
This is easy to see for example when you have two boxes side by side and you try to join them. Unless you delete the two faces in between, the vertices will not weld.
From your image, I'm not sure I understand what you are trying to do, but check for the faces first, and eventually select all the vertices and do a weld with a small threshold. if you have any double vertex this should clean up the mesh.
