CGTalk - Object Library Presets

Hi im very new to Cinema 4d and ive been reading up some tutorials on Thinking Particles and alot of times the tutorial instructor goes into the Object Library to pull out some TP presets of some kind now when i go to the Object library its blank

is the library a second installatoin that comes with C4d or do i have to install it from somewhere else and if i do is it free?

This sounds as if the tutorial was made with an older version than 9.5. Since 9.5 all the stuff that has been in the object library (and more) can now be found in the content browser.
