I'm not sure if I'll have time to be involved in this, but I'd like to try. Haven't really come up with a villian-esq name, but I have got the rough concept.
The typical balloon man gone bad. He sneaks around with his tank of helium and ties balloons to anything, causeing them to float away. In theory.
Bank vaults, children, even buildings in his notorious streak of evil.
Feed back, and a possible name welcomed. Concept art in the works.
