Good question! Superlag is a script for generating secondary motion via a rig. So if you have a chain of bones, you could use this script to generate secondary motion on the chain during animation.
You can do a simular process using flex, but flex does not export to many game engines
But I'm having fun trying to figure it out.
Checkout http://www.comet-cartoons.com/3dfiles/superLag/superLag.html for more details

You should also check out a script called "Realtime Spring" on www.scriptspot.com (http://www.scriptspot.com).
I use a few tools to do such tasks, if you want alterantives to superlag do a search here for 'lag' you should find some usefull scripts. gl
