The picture is very dark, well 100% black... Yes you can animate UWMaps, play with the UW modifier.

The best plugin in the market to do waterfalls would be Pyrocluster.

Well, its pretty easy to do this effect...

Create plane primitive for water (approx desired lenght and width). Apply uvw mapping (planar map). Assign material of water surface (shloud contain noise map in bump channel). Then simply animate noise map uvw coordinates (I mean in material editor! - offset values) so bumps are sliding along longer sides of plane. Also animate the phase of noise in mat editor too - it will create nice liquid constant changes on surface (try different noise types too, experiment so you obtain best result) - watch out for reasonable phase values over your time segment otherwise youll get just super speed flickering instead of nice low speed changes! Good way for checking right values is preview option in material editor (you dont need to re-render your whole scene, just one ball in mat slot:-)

Now you have nice flowing water, well beacuse its just straight plane, for banking river apply path deform modifier on the plane and pick spline (shaped to your desire of final river banking). Note that plane primitive should have got enough segments so it can nicely deform along spline. You can of course deform your plane in a different way...

You should also play with wave and noise modifier too.

Hope this helped a bit
