hmm could create some softbody effects around the mesh and paint in subtle weights to get wobbling tricep areas and inner thigh motion?

you might want to take a look at the polyAverageVertex node. It does exactly what you are talking about. It is not ideal for all cases, as it is not a paintable deformer (or a true deformer at all, really!). Also, keep in mind that it has no regard for volume...so it may cause some volume loss with high iteration values.
