Hi guys how I would achieve this effects here is the link http://www.pleix.net/films.html just go down and se E BABY the effect I am talking about is the stuttering effects where a frame would almost jumps. How would I achieve this effect? In after effects

I would just recomment to make 2-3 random rectangle mask over 2 duplicate layer
and position the layer a bit off ,and just turn the layer on for 2 frame.
maybe freeze these duplicate layers frames
If i'm right there is a bit of jpg effect so if you have sapphire effect try JpegDamage
and again don't over do it, hope it helps
