I know After Effects and Shake can, definitely. I'm pretty sure Fusion can too. Nuke and Combustion, not sure. I mean, all compositing programs can stretch footage, but to not get the choppy, step-printing look, you need an optical flow retimer, which AE and Shake have.
If you really want to read a great chapter on slow motion, and get some detailed instructions, check out Stu Maschwitz's book, the DV Rebel's Guide.

Also check out http://www.revisionfx.com/products/twixtor which is a plug-in for a whole host of application dealing in re-timing of footage.
