I'm have textured trees onto an 2D plane and am using Mental Ray to render. I want the trees to be self-illuminating and not be affected by Final Gather. I have disabled MR for the image plane but the texture renders with no contrast. Is there a better way for me to render the trees? I typically set ambient color to 1.0 in Maya and it renders fine.

I am not really sure what you mean with "renders with no contrast".
But maybe the contrast issue is just a texture filter problem ?
Try Render using another filter setting.

Or render the trees in a separate pass with maya software
if you are more comfortable using it.

To optimize the shaders you could use the surface shader as it does not
calculate light and receive light/shadow.
The FG cast/receive can be controlled on a shape node basis.
