I really like this style of colouring, although I have some gripes with the proportions, I keep a few rules in my head when I am drawing cartoons, or any heads. They are:
-The eyes are halfway vertically down the head
-the ears go from the middle of the eyes, to the peak of the nose (or thereabout)
-the mouth goes from pupil to pupil
these hints may not benefit everyone, but if you can set up your own rules to draw characters, they will be uniform, and cooler
However if that is your first then you will improve and your work shall be amazing
Oh BTW, I didn't see the first picture, it is better than the second, but they are both a superb standard

Well compared to some people that I have worked with in the past and some fellow students who are in the field or are aspiring to become artist's your work is good, if not better than alot.
Hamsterhead made great points.
With this piece the only thing that I would change would be the ear (drop it) other than that I would start a new piece altogether or your character.
Fun Though!
HamsterHead - Thanks for taking the time to pass on the tips!
Nummos: Thanks!!
The encouragement really helps. :bounce:
