I use 3ds max 8
please explain. Whats it good for??

Do you mean the Output Map?
If so, then it's commonly used to make color corrections on a set of submaps. Like lets say you have a complex set of noises, bitmaps, etc, you can run the map chain through an output and adjust their brightness or colors using "Enable Color Map".
Another common use is to adjust the RGB Level to boost a set of maps to be brighter than white, which is used to make cards appear brighter in reflections.
Or say you have 5 or 6 bump maps mixed together, and you want to reduce their bump amount together as one, just adjust the Bump Amount Spinner.
It has all sorts of fun uses :)
