Is this just as good as exporting as a targa sequence? Or is there loss in compression?

The DV compression is degenerative and besides the good quality/size ratio its not good to output unless it will be the final format (ie. u will not manipulate and recompress the file).

After the 3rd/5th recompression more artifacts will show and some things will be very noticeable.
