I would like to create this same effect where the light follows the contour of the body to reveal a new image. How do I go about doing that and creating the light source as shown.

Create a new solid layer in the heighth of the streak, and mask it with pictures alpha channel. If you don't have an alpha channel, draw a mask in the desired form. Animate the solid layer, create a new mask for the picture and animate it according to the movement of the solid layer.

The light effect looks a lot like Trapcodes Shine, but can easily done with a radial blur on the solid layer. You might need to precompose it and duplicate/add it in order to achieve that burnt out effect.
