looks good to me except theres a liiiiiiittle seam on the top of his back. Good job with the underwater look also.

I like your fish, nice modelling and cool vivid colour.
Couple of suggestions, his body is V straight, perhaps a slight curvature as he propels himself along would work well. His dorsal fin looks V straight and uniform, perhaps some irregularity in the geometry would work, and also a bump map to emphasise the spines?
I like the transparency in the fins.
The anemone/tendril things need work tho...more geometry in the tip as they look really low-res, and possibly some curvature along the length as well...was watching Discovery channel last night and what struck me was how this stuff flows in response to the water motion....in fact the fish swimming past might setup enough displacement to move them.
A backdrop of sorts would complete the image I think...either the sea bed, the wreck of a ship, a reef....

The fish and the environment are looking very good!!!
Only one negative critique from my site: the fish is looking too much plastic..... but maybe that's what you went for!

my only thought would be that his eyes are too human.
Its the thing where you go for either realism, or you go for characterture.
This is kinda hybrid, and the eyes kinda bug me (the texture).
But other than that its really cool!

the shape looks a bit too uniform, make it less symetrical (top-to-bottom) or make him taller, or something, I dunno....
looks good tho, got any animations of this fool? :D

Thankyou for your comments.
-The green sea life in the background is just a standin, put in so that there is a background. The only thing I am worried about is the character, because thats the only thing i put time into.
-Ill change the eyes if you think that will help, and tone down the reflection/specularity, so that the fish doesnt appear so plastic like.
-I did skin and animate an earlier version of this character swimming. I think I'll skin and animate this newer version.
