I bought a new hard drive and reinstalled windows 98 se (I know it old but it runs faster than xp with the same hardware) everything is the same except the hard drive. I installed the same drivers and all went smoothly. I installed blender and it won't run, it wont even give me the dos window. The hard drive access light will flicker for a second or two then nothing. I look to see if it has frozen by doing CTL ALT DEL but there is no blender there so I guess its not stuck.

I have an ATI graghic card (ATI all-in-wonder 128 pro AGP) and never had a problem with useing blender with it. I use swapable harddrives. One has windows xp, One has windows 98 and the other has the new reinstall 98. In the other two blender works fine so I know its not a hardware issue persay but maybe a setting I have missed but I can't narrow it down or do I need to install something else I just don't know.

anything would be greatly appreciated.

try running straight from a dos window (open MS-DOS command prompt from the start menu, navigate to your blender folder, and try blender.exe -d for diagnostics. Tell us what you find. Odd that it doesn't work though...Did you install from the blender installer? or uncompress the zip? Try the zip version of the download if you haven't already. All the installer does for you is copy the files to a folder you specify, and register .blend files in the registry to be opened by blender. Nothing more.
on this new hard drive of yours, you should try linux...
