That's 'My Love' by Aleksandr Petrov. Has nothing to do with Ghibli.

Wow! I'm not familiar with his work, I'll have to look into that. I've never seen anything like that. Is this already out in theatres/dvd?

If you guys are interested in this kind of animation, you may also want to take a look at Frederic Backs work:

Especially 'The Man who planted Trees' is an amazing shortfilm.
Petrovs 'The old Man and the Sea' even won an Academy Award in 99.

In fact its explained here:
http://en.wikipedia.org/wiki/Aleksandr_Petrov_(animator)
"... He returned to Yaroslavl in Russia to work on his latest film, My Love, which was finished in spring 2006 after three years' work and had its premiere at the Hiroshima International Animation Festival on August 27, where it won the Audience Prize and the Special International Jury Prize. On March 17, 2007, My Love will be theatrically released at the Cinema Angelika in Shibuya, (Japan) by Studio Ghibli, as the first release of the "Ghibli Museum Library" (theatrical and DVD releases of Western animated films in Japan). Looks pretty sweet. It seems like a pretty standard Russian novel love story, but lots of flights of fancy, making it a good candidate for animation.
I wonder if I can find a copy around here.
By the way, the name is "Haru no mezame," which translates to "Puberty" or (literally) "Springtime awakening."

You have to see "The Old Man and the Sea" ("Le vieil homme et la mer" in French) from Aleksandr Petrov, adapted from a story by ernest Hemmingway. He won an oscar in 2000 for this short that he did in Montreal, Quebec. he handpainted every 29000 frames on glass during 2 years. and every frame could be a poster. He is just unbelievale. A very unique style.

Yep that is Alexander Petrov as many others have pointed out he recently won an award in Japan for different Art&Media with this movie probably that is why Ghibli took it up and will distribute it in Japan. The Art style is fantastic and so unique it stand way above the typical cel animation Ghibli does. And consider that Petrov does the whole work by himself no inbetweeners and stuff he must be even more crazy than Miyazaki

Oh, it's looks good, but I could not watch an entire film that way - it gave me a headache or vertigo or something - could you guys really watch 80+ min. of that kind of technique?
