i got a file in pro enginner, is it possible to turn it to max or maya? i dont have any understanding on pro engineer.

You can export it from Pro-E to any file format that either Max or Maya accept. I'm quite sure STL and WRL (VRML) are accepted by both sides. Sometimes some manual editing will still be needed in Max and Maya.
