I find the easiest way to simulate wind is to use fields. Setting up a vortex field and/or turbulence field wtih random values placed onto the frequency creates a unique looking wind effect. Also adding in a gravity field or a couple can help drive it into the direction you need it to go without a lot of heavy scripting.

Hope this helps.
