Strange, because the user who installs Vista is by default administrator (with some limitations) as you probably already know and should have no problem to either install Photoshop or to use it.
I've installed Vista a few times and had no problem to install Photoshop CS2 and neither did it warn about improper privileges.
How did you install? Is it a clean install (no upgrade) and do you use the final version of Vista? Are you on the Mac or PC?
Mind you, you can probably solve your problem by setting the property of Phosohop.exe to "Run as administrator" if you use Windows (not advisable if you care about maximum security) , but that doesn't change the fact that your installation is not the same as a common Vista installation. I wouldn't be suprised if you would have the same problem with some non-Adobe applications too.

---
If you cannot select "Run this program as an admin." under the Compatibility tab, try under the Shortcut tab, look under "Advanced..." and check "Run as administrator".
I don't know if this will solve the problem, but if you are using the 64-bit version of Vista, try disabling driver signature enforcement within the Advanced Boot Options menu. Before the Windows boot screen appears press F8 and then select Disable Driver Signature Enforcement.
Disabling driver signature enforcement fixed an application that would not start (because it tried to load unsigned drivers) and Vista threw one of those "blah blah Admin." messages.
Also, on the Security tab look within Advanced, check to see if your name is under the Premission entries and that is has ALLOW Premission for Read & execute.
