I am going to be modeling some custom objects for a customer and wanted to know who the rights would belong to? Will he own the rights since he is paying for the product, or will I since I am the artist creating it?

Of course yes , since he payed you he do own the models even if it was you who created'em . and you don't have the right to resell the same models to an another person .
There was a thread in the GD with a lots of informations about the ownership and stuff, just do a serach for it .
