I suppose you are referring to film flash or film burn? There are several plugins for this in the various suites, but the simplest way that doesn't coist any money is to use a brightly colored solid in Add mode and animate its opacity. to get irregularities in the shapes, use animated masks, or even simpler, effects such as Roughen Edges with very extreme settings and animate the parameters in sync with the flash itself.

i think mylenium understands what i mean but its also the expandign graffiti writing and grainy images. i found the sort of effect i wanted on muveemix and made a sample movie to demonstrate the basic idea of waht i want

so u think i should just have the shapes and images on the top layer with Add that randomly appears?

Ah, I see. You mean grunge transitions. This is mostly just a matter of finding suitable photos and footage and then overlaying them with blendmodes such as Add or Multiply or using them as track mattes. You can easily combine that with the technique I already described. another way to use this kind of stuff is to dilate/ erode your stuff with effects such as Minimax or Simple Choker, so they reveal/ hide stuff beneath them. If you're looking to really "paint" strokes, you should look into techniques associated with growing vines animations such as cann be found on http://www.jayse.us. Be warned though, neither of this is a fasttrack and has a lot of potential for becoming tedious.
