Static/tuning effects help

Hi there, does anyone know of any resources/tutorials/plug-ins for after effects that would allow me to achieve static/tv tuning effects with footage i've already created.

For examples of what i'm looking to achieve, have a look at some of the work over at:

Especiall the Relokation NE project. Apologies I cant post any example images.

Record it/ buy it as stock footage and overlay it and use it as the displacement source. It's certainly possible to create similar stuff with multiple effects like Noise and Turbulent Displace, but it would be the long way round.
