where you can change it? I mean that in my perspective viewport mouse moves like a snail. and Sometimes when I try to do precise vertex pulls it jumps like a horse.

This sounds more like a problem with the graphics card then software. What mode are you running in 3dsmax (ogl, dx, hd)? What resolution is your screen set to? How much ram do you have? And what kind of graphics card do you have?

If your mouse moves at normal speeds when not editing objects or outside of max, it is probably a lack of one or more of the elements in question.

You could try setting your screen at a lower resolution, use simpiler geometry, or consider getting a new graphics card.

I don't think it has to anything with my graphics card (geforce256 O-GL) It does happen when editing objects, like in edit poly mode ie. pulling vertices.
I think this has something to do with the scale of the world grid, I mean that I would like to change the accuracy of my mouse, like when doing rough editing mouse would move in larger scale and when doing precise meshtooling it would be more delicate. I think max is infact build this way. But lately I think I have accidentally changed my configuration settings in some akward way, that now it takes ages to move a dummy, that is linked to HI-IK solver that moves the hands of my character. This is only the case in the perspective viewport, not left or top etc..

confusing...
