Obviously the very first thing is modelling. You can't go further in a project if you don't have objects to work with.
Then, under normal circumpstances, come the texturing. However, before going with texture, you need a basic lighting. You have to create a "pre-lighting". You put on all your objects a blinn shader (use a pass for that), and set the diffuse color to 0.5. Set the Ambiance to 0. Then add lights until the object/scene if fully lit, but without any burning areas.
Then you start the texturing. However, even while texturing another person can start rigging (actully, one can build the rig even before modelling, as long as everyone uses the same design). In other words, being able to rig a character while it is being textured also means that you can animate it before texturing. You can copy the textures and UV to an animated character, as long as the topology is similar (preferably identical).
Then you do the animation. While the animation is done, you can also light your scene (I mean the real lighting). Then when the animation is done, you just need to adjust the lighting for the characters.
Hope this helps
