have you checked the weighting of the influence object (component editor or paint weights tool)?

look in the ADD INFLUENCE option box and see if "lock weights" is checked, and if so, what value it is set to. for maximum control, i usually lock the weights at zero, select the verticies that i want on the skin, then go into the componant editor and set their values manually to whatever i want.
hope that helps,

Also, make sure your skeleton is in bind pose before
adding an influence object. You can reset you skeleton
to bind pose in the skin menu (I think it's in the skin
menu, however I'm not in front of Maya right now.)
