Man first thing you're going to have to do is use a higher-res map, or procedural shaders.
I think you can do dirt just by attaching particle emmiters to the wheels of your car. Make the particles collide with the car body (use a low-res collision proxy). Then add a turbulence field (high settings) and an air field (low settings). As for rendering, you might get something nice by playing around with the shaders Maya gives you for the smoke effect, or by using sprites
