is there any way of rotating\moving *.psd files on AE that can be done without rotating some of the effects, like lens flare for example

No, not really. Effects are always calculated before transforms. The only way to compensate is to counter-animate effect-internal controls (if the effect provides them) or have the effect on a separate layer (in case of the lens flare a blck solid set to "Add" mode).

i was afraid to ear saying to counter animate...
the flare worked fine with that tip, thanks!!
what about the basic 3d tilt whats up with that? when i rotate the layer the basic 3d becomes a little wild, is that for the same reason? because that is harder to fix unless i rotate->export sample->then apply the effect on another comp...

Effects > Distort > Transform

Use the rotation feature of this effect and drop it in above your other effects. Also works on scale, postition etc.

I did read, a long time ago, that there is a way to get after effects to calculate transformations before effects, but it was a long time ago and I never looked into it any further.

Why dont you just precomp your psd footage and apply your none rotating filters on the top of the precomp?

i've precomped and things worked out fine but now i want to switch to the precomp and is nothing there, at least on the precomp window, cause the precomp can be seen in the final comp but no i cant see it or its effects to change anything... only in the timeline...

sorry the newb Q, but how can i turn the view back on again?

Sometimes AE can be a bit funny, you click on your footage, precomp or main comp in the timeline but the preview window doesn't change at all. Have a close look at your preview window tabs to be sure you are actually looking at the right preview window.
