Is it possible to set up a monitor profile or some such thing so that inches or centimeters will show up as accurately as possible on a monitor?

Figure out the resolution of your monitor first. Then do one of two things:

1. Create a Photoshop document at the exact same resolution and view it at 100%.

2. Create a Photoshop document at whatever resolution you want. Call this resolution x and the monitor resolution y. Divide y/x. Go Window > Navigator; in the small percentage box in the Navigator window, enter the number you calculated.

EDIT: If you're having trouble figuring out your monitor's resolution, create a new Photoshop document and make sure the rulers are visible (hit ctrl R if they're not). Use Image > Image Size to keep adjusting the image's resolution until the rulers match up exactly with an actual, physical ruler. My LCD happens to have a resolution of about 95 ppi.
