Blender's compositor can use imported material, and be strictly used as a comp tool. Check out the relevant section in the online manual (http://mediawiki.blender.org/index.php/Manual/Manual#Compositing) for more info on it's capabilities & use.

As for comparing it to other (professionally developed, commercial) tools, it certainly doesn't currently have every feature the others do. The best thing to do is try it out and see if it meets your particular needs. If your particular needs include low (NO) price, then Blender surpasses them by far.

Hope that helps to get you started.

Hey...
as far as i have tinkered with it...
it can do most of the basic compositing actions....layering...blurs ...color correction and image manipulation etc...its node based too..:)
what it doesnt have are all those fancy filters which give ready made tricked out fx etc..
but with a little imagination and knowledge of the tool...u can easily device ur own way of getting he same result in blender..
add to that the ability to be an editor (sequence editor tool) and u have a pretty good package right there.
