I've seen several techniques that used a combination of paint effects and lofted nurbs surfaces. The general workflow went something like this:
1. create curves and loft nurbs surfaces between them.
2. use paintfx to paint on the view plane rather then the object. If you set your brush up right it will make straght strands of hair almost like someone put hair on a scanner and scanned it.
3. use this image as both a color and transparency map and apply the shader to your nurbs surface.
If this doesn't help it might at least give you some ideas on how to go about it.
