CGTalk - newbie question

Hi guys,I'm starting to learn after effects and I've come across a simple problem.
How do you guys mask an effect for an individual layer?
Example:
I got an image,I want to blur just part of that image.How do I mask the blur?
I know about adjustment layers,but they affect every layer below them,and i want the masked blur to affect only one layer.
Is there a workaround for that?

Create an adjustment layer, precompose it(!) with the layer you want to use the effect with, mask it, do your fx.

Precomposing means creating a parallel composition with only that layer,work with it and then substitute the original layer in the original composition by that "precomposite"?
